Navigating Texas Workforce JET Grants

What is a JET Grant?

The Texas Workforce Commission (TWC) is seeking Applications from public junior colleges, public technical institutes, public state colleges, Texas Independent School Districts (ISDs), Open-Enrollment Charter Schools, and the Windham School District to purchase and install Equipment necessary for the development of a new or existing CTE Course(s) or Program (CTE Program) that leads to a license, certificate, or post-secondary degree in an Eligible Occupation.

Officials within the TWC are looking for educational institutions to apply for funding for its Jobs and Education for Texans grant program. This program has been wildly successful over the past several years in helping schools acquire the funds to purchase often expensive equipment related to Career and Technical Education.

The funds available through this grant are designed to “defray the start-up costs associated with developing CTE programs” and help prepare students for employment in local, high-demand occupations that lead to a license, certificate, or post-secondary degree.

Key Attributes and Definitions of the JET Grants

  • Application Deadline: 10:00 a.m. on March 14, 2023
  • Equipment must have a useful life of more than one (1) year and an acquisition cost of more than $5,000.
  • Maximum application allowance: $350,000
  • The awarded grantees (schools) must provide matching funds of at least 5% of the total cost of the application.
  • Eligibility: Texas junior colleges, Texas technical institutes, and Texas public state colleges.
  • Eligibility (continued): Texas Independent School Districts – must be (i) entered into a partnership with a local college for promoting CTE to its students OR (ii) offering dual credit courses to students.
  • Applicants must be offering a new or expanded CTE Program that leads to:
    • a license;
    • a certificate; or
    • a post-secondary degree program.

New for JET Grants in 2023

  • Min/Max Grant Amount: $40,000 – $350,000
  • Minimum 50 Point Threshold for Eligibility
  • 1 Application per School District or Charter School
  • The High Demand Occupation Board Confirmation Form will no longer be required – TWC now lists pre-approved SOC codes and recommended programs of study for each region.
  • Letter of Agreement Form now includes Explanation of Partnership between Higher Education Institution and School District.
    • Partnerships do NOT have to be a dual-credit pathway.
    • Partnership could be:
      • Sharing access to equipment, sharing physical space, sharing instructors, sharing curriculum, or other!
    • Post-secondary partners should list related and similar programs offered by the college.
    • Post-secondary schools get bonus points for partnering with ISDs and charter schools, but is not required for their applications.
  • You must list one (1) Standard Occupation Classification (SOC) Code and one (1) corresponding Program of Study, and each requested equipment must align with that SOC.
  • Removing Employer Support Letters – TWC now has data to validate employer support
  • Budget Workbook will now consist of 2 documents: (1) requirements and instructions and (2) Budget (with justification column).
    • Justification should include how the equipment relates to the SOC and how it will help students attain post-secondary degree, certification, or license.
